When Bashar al-Assad’s government fell on 8 December 2024, Syrian forces withdrew from positions along the Golan ceasefire line. Israel said it moved troops into the area of separation as a temporary defensive measure while the Syrian army had left its posts. The change removed a state military presence Israel had monitored for decades, but it also left armed groups and new authorities in a volatile border region.

The immediate questions are practical: who controls the approaches to the Golan, whether armed groups can establish positions near the line, and how the 1974 arrangements will operate. The UN says the Agreement on Disengagement remains in force. Israel’s stated security concerns and the UN’s interpretation of the agreement are distinct facts; readers can review Iran’s networks and Hezbollah’s supply route and armed groups near the Golan.

What the 1974 arrangement covers

The 1974 Agreement on Disengagement created a zone of separation and areas of limitation for Israeli and Syrian forces. Security Council Resolution 350 established the United Nations Disengagement Observer Force (UNDOF) to supervise the agreement. UNDOF monitors and patrols the area and reports developments; its mandate is renewed by the Security Council. Resolution 2766, adopted in December 2024, extended that mandate through 30 June 2025 and called on both parties to respect the agreement.

After Assad’s fall, UNDOF reported that Israeli forces had entered the area of separation and said this violated the agreement. The UN secretary-general also stated on 12 December 2024 that the agreement remained in force. Those statements describe the UN’s position; Israel has framed its deployment as a response to the changed security situation. The force continued its monitoring mission, rather than disappearing when Damascus changed hands.

Why the southern frontier matters

The Golan frontier meets the Syrian provinces of Quneitra and Daraa, while Jordan borders Syria farther east. The three-country vicinity connects the Golan approaches with routes through southern Syria and Jordan. The collapse of central command therefore raised questions about border posts, weapons stores, and which armed actors would take control locally. UN reporting documented continued security incidents and fragmentation across Syria after the transition.

Israel’s immediate choice was to prevent hostile forces or abandoned military equipment from creating a new threat close to its communities. The longer-term issue is whether a recognized Syrian authority can secure the south and whether Israel and Syria can establish agreed border arrangements. The articles on UNDOF’s role and the Jordan-Syria-Israel frontier examine those details.

Sources for the ceasefire framework

The 1974 Agreement on Disengagement sets out the separation arrangements and UNDOF’s supervisory role. The UNDOF statement of 13 December 2024 describes its post-collapse observations and position on Israeli movements. The Secretary-General’s 12 December statement says the agreement remained in force.
