The Shin Bet’s public mandate is broader and more reliable than claims about secret department charts. Section 7 of the General Security Service Law assigns the service responsibility for threats to state security and the democratic order, including terrorism, sabotage, subversion, espionage and disclosure of state secrets.

Counterterrorism and counterespionage

The law directs the service to foil and prevent illegal activity aimed at harming state security or democratic institutions. That mandate covers threats from terrorist organizations and foreign intelligence efforts. The service works with other Israeli security bodies where cases cross civilian, military or criminal jurisdictions; specific sources, methods and operational divisions are not fully public.

That distinction matters when reading claims about an “Arab Department,” regional subdistricts, technical systems or named field units. Unless an official document or well-sourced public case confirms a detail, it should not be treated as an established description of the agency’s structure. The service’s documented responsibility is to address security threats, not a blanket mandate based on ethnicity.

Protection of people and sites

Section 7 also assigns protection of people, information and places determined by the government. This is the statutory basis for protective-security work. The law does not publicly list every protected person, site, unit designation or aviation procedure, so precise claims about those arrangements need separate evidence.

Domestic extremist violence

The legal prohibition on subversion and threats to state security applies regardless of the perpetrators’ political or religious identity. Shin Bet involvement in a specific investigation should be described through the documented case and legal basis, not generalized claims that an alleged “Jewish Department” was created by one historical incident. The law identifies duties; internal department organization is not laid out in its public text.

For legal powers and oversight, read the service overview. For a documented case of accountability, see the Bus 300 affair.
