Israel’s cleantech sector works on practical constraints: limited land and water, a power system historically dependent on fossil fuels, and the need to supply electricity reliably as solar generation grows. Its strengths include solar generation, water treatment and reuse, agricultural technologies, and companies developing storage, hydrogen and lower-waste materials. The Israel Innovation Authority also runs programs connecting Israeli startups with international climate-tech partners; its program description outlines that role. For recent planning activity, the Planning Administration’s 2025 yearbook records approvals for dual-use solar projects.

The scale of renewable electricity is measurable. The Israel Electricity Authority’s 2024 status report says renewables supplied 14.7% of actual electricity consumption that year, up from 12.5% in 2023. The government target is 30% of electricity generation from renewables by 2030. The Authority distinguishes actual consumption from potential generation based on installed capacity; the latter was 16.2% in 2024, so capacity and delivered electricity are not interchangeable measures. Its 2024 renewable energy status report records both metrics.

Solar power is growing, with grid and land constraints

Solar photovoltaics dominate Israel’s renewable buildout. Projects include large fields in the Negev, rooftop systems and dual-use installations that place panels over agricultural land or other existing uses. The national planning report records 3,000 dunams of agrivoltaic plans approved in 2025 and describes dual use as a way to retain agricultural activity while adding generation. Solar output varies by time of day, so storage and transmission capacity matter alongside panel installation.

Water and industrial technology extend beyond electricity

Cleantech is broader than the power mix. Israel reuses treated municipal wastewater for irrigation, pairing treatment infrastructure with water-efficient farming. Companies also work on thermal storage for industrial heat, hydrogen production, recycling and carbon capture. These technologies have different levels of maturity: a research process, company pilot or announced project is not the same as a proven utility-scale deployment.
