Arab citizens of Israel participate in national elections as voters, candidates, and members of the Knesset. They have been represented through multiple routes: early Mapai-linked lists, the Communist Party and Hadash, independent Arab-led parties, joint electoral lists, and candidates on larger Israeli party lists. The first Knesset election took place in 1949.

Representation has changed with party alliances, election thresholds, turnout, and choices about coalition participation. These pages trace those developments and the policy questions that follow from them.

Parties and alliances

Arab-led politics is not a single bloc. Hadash brings together Jewish and Arab left-wing politics; Balad advances a civic-national platform; Ta’al is associated with Ahmad Tibi; and Ra’am is linked to the Southern Branch of the Islamic Movement. Parties have joined forces in the Joint List, most notably from 2015, then competed separately in later elections. Start with early Knesset representation, then compare Hadash, Balad, and Ta’al, or read about Ra’am and coalition participation.

Votes, seats, and government

The Joint List won 13 seats in 2015 and 15 in 2020. In 2022, Ra’am and Hadash-Ta’al each won five seats, while Balad fell below the electoral threshold. Community-specific turnout estimates differ from national turnout and vary between elections. The election record and analysis of the 2022 vote provide the underlying figures. See the Joint List and voter turnout for the chronology.

In 2021 Ra’am joined a governing coalition and negotiated policy commitments. Electoral law also defines grounds and procedures for disqualifying candidates and lists; the Section 7A explainer sets out the rules. Government development plans and municipal funding are covered in the budgets page.
