Who spoke

António Guterres, United Nations Secretary-General, spoke to reporters in Cairo on 26 October 2026 at the close of a visit to Egypt. His spokesperson’s office recorded that he had met President Abdel Fattah al-Sisi and then addressed the media. That is a political press encounter by the UN’s chief administrative officer, not a tribunal and not a completed investigation. UNISPAL posted the remarks under a two-state slogan. The present-tense cascade that followed treats “settler violence” as a rising campaign, families as objects of assault, and journalists and diplomats as under attack. This wording presents those clauses as established. The record does not.

What the words do not mean

Nine days earlier, diplomats from France, Belgium, and Poland reported a confrontation during an olive harvest near Taybeh in the Binyamin region. Israel National News reported that the IDF “strongly condemns the severe act of violence” and that police opened an investigation, while stating that “the consulate’s visit was not coordinated with the IDF.” Foreign Minister Gideon Sa’ar condemned “Israeli rioters” and said forensic teams were collecting evidence. The Prime Minister’s Office, the same day, said “serious accusations require serious evidence,” noted the uncoordinated entry into a friction area, and warned against turning incomplete footage into “a collective indictment of the Jewish residents of Judea and Samaria.” An open file is not a surge.

A photographer, Heidi Levine, was injured the day before. U.S. Ambassador Mike Huckabee called the assault a “despicable act of terror” and demanded arrest and prosecution. President Isaac Herzog apologized and said the circumstances “are being thoroughly investigated,” as Israel National News recorded. Those are Israeli authorities treating alleged crimes as crimes. They are not a finding that Israeli citizens as a class are conducting an onslaught, and they do not convert headlines into a completed pattern.

UN Watch records that under the rubric of “settler violence,” OCHA counted people killed or injured in attacks they themselves initiated. Guterres offered no definition, no denominator, and no date range. He treated the slogan as the count.

What he omitted

October 7 is the opening of this war. Hamas-led terrorists murdered about 1,200 people and abducted 251, as Jewish Virtual Library records. Three days before Cairo, Hamas-affiliated gunmen opened fire near Hebron. Ynetnews reported that two IDF soldiers later died of their wounds, three others were hurt, and troops killed Hamouda Wael Mohammed Jaaba and Firas Samir Mohammed Jaaba after a twenty-minute gunbattle; investigators found explosives and ammunition and assessed an intended larger attack. The UN’s own news service that week led with alarm at Israel’s security closures after the shooting, not with the murdered soldiers.

Guterres named Hamas nowhere in the displayed sentence. He took olive-harvest headlines and an open docket and used them as a substitute for a targeting finding against the Jewish communities of Judea and Samaria.
