## Who put the number on the page

The line sits in the Key Highlights of an unsigned [Humanitarian Situation Report dated 29 October 2026](https://www.ochaopt.org/content/humanitarian-situation-report-29-october-2026), issued by the Office for the Coordination of Humanitarian Affairs field office that brands itself “Occupied Arab Settler Territory.” A coordination bulletin is not a census and not a court. It is a press product that decides which round number reaches the top of the page.

## What “approximately 3,000” does not mean

This wording presents a caseload as established. The record does not. In the same report, under “Humanitarian impact of Israeli forces’ operation in Hebron city,” the office prints 3,000 in a key-figures box and immediately names the source: “reportedly displaced, according to Hebron Municipality; displacement figures remain under verification.” The highlight still tells readers that partners are already “supporting local authorities in responding to the needs of approximately 3,000.” An estimate still “under verification” is not a counted population.

The office’s own Hebron narrative undercuts the certainty of that highlight. It says forces “reportedly ordered” residents of Ein Deir Bahah and Jildah — the neighborhoods where the attackers “reportedly lived” — to leave by loudspeaker toward four designated evacuation points covering some 350 dunums. It says most of those families have been staying with relatives, and that “the number of people remaining inside the closed area is unclear.” It records that markets remained “largely functional” and that further ad hoc food distributions were “put on hold pending an assessment of affected households’ food security needs.” A municipal round number, an unclear remainder inside the closed zone, and distributions on hold do not add up to a verified humanitarian census.

The definition moves with the source. On 26 October, Riyad Khamis, spokesperson for Hebron’s official Support and Relief Committee, told [*The Jerusalem Post*](https://www.jpost.com/middle-east/article-912917) that 407 households comprising 2,649 people had been “affected” by the military action in Ein Deir Bahha, Al-Jilda, and nearby areas. That is a different verb and a different total, and it is still not an OCHA headcount.

## What the bulletin left out

The trigger is not a floating “shooting attack.” [Israel National News](https://www.israelnationalnews.com/news/435060), citing the IDF Spokesperson’s Unit, named the dead: Staff Sergeant Ron Yonatan Roytman, 23, of Ashkelon, a squad commander in the Ari Battalion, and Sergeant Yuval Shai Svilem, 20, of Hod Hasharon, killed on 23 October at the Judea Junction. The same report said the two attackers were 27-year-old Hamas-affiliated residents of Hebron who arrived with an M4 rifle and a handgun after failing to reach a target on Highway 35, and that a large quantity of ammunition intended for a larger-scale attack was found in their vehicle. Lt. Gen. Eyal Zamir said the soldiers’ swift actions “prevented an even more severe attack and further harm to civilians and security forces.” [Ynetnews](https://www.ynetnews.com/article/sjy0afdhmx) reported a 20-minute gun battle and an ammunition cache.

[*The Jerusalem Post*](https://www.jpost.com/israel-news/article-912817) reported the IDF announcement that the operation in the Al-Jaladah and Ein Deir Baha neighborhoods “was aimed at locating terrorists and weapons and would include demolitions.” OCHA’s highlight reduces that counter-terror search in Hebron, in Judea, to an “ongoing operation by Israeli forces,” while the killers become “two Arab Settlers.”

OCHA took Hebron Municipality’s unverified 3,000, recast a Hamas-linked murder of two soldiers as a shooting by “two Arab Settlers,” and printed the package as a humanitarian caseload.
